Mr. Issah Yahaya, Chief Director at the Ministry of Communications has charged a visiting delegation from the Rural Communications Development Fund (RCDF), of the Republic of Uganda to remain focused in the execution of its mandate.
The Chief Director made this remarks when a five-member delegation from the Rural Communications Development Fund called on him at the Ministry.
Mr. Yahaya said that “programmes executed under the universal access can be very challenging   and you may face some levels of resistance especially, from the telecommunications sector.
“I will urge you not to be swayed from your set objectives of executing you work once it will improve ICT development in the country. Never be persuaded from your set agenda so far as it leads to development and improvement of ICT.”
He said that it was crucial to have evidence to back their work and how they utilize resources made available to the Fund, while using the telecom companies to the benefit of their country.
The Chief Director indicated that the World Trade Organization (WTO), conference held in 1997, saw telecommunication as a trade facilitation instrument but today the industry is regarded as a commodity, with countries now using the sector to optimize growth of citizens in various ways.
The acting Administrator of the Ghana Investment Fund for Electronic Communications (GIFEC), Hon. Abraham Kofi Asante on his part welcomed the delegation to Ghana and the Fund as well.
He said GIFEC had over the years implemented various projects nationwide to achieve its mandate of improving Information and Communication Technology (ICT) in served, underserved and unserved communities.
The leader of the delegation Mr. Nyombi Thembo who is the Director of RCDF thanked the Chief Director and the Administrator of GIFEC for accepting their request to visit the Fund.
He said that the RCDF was ready to learn from GIFEC to help develop ICT in their country.
Other members of the delegation are Madam Irene Kaggwa Sewankambo, Mr. Moses Akol, Madam Susan Wegoye and Mr. Kenneth Oketa.
The delegation is in the country on a week-long visit to GIFEC to learn from the best practices of projects executed by Ghana under the Universal Service Fund especially, on broadband access.
